Benazir Kafalat Program:
The final installment of PKR 10,500 under the Benazir Kafaalat Program is officially underway. This will be the last payment at this rate; the next installment, starting in January 2025, will increase by PKR 3,000, totaling PKR 13,500. The November-December installment has been divided into four phases, with the first phase already covering 19 districts across the country. The second phase, which includes additional districts, begins tomorrow.
Changing Payment System:
Whether it’s children’s stipends or the Kafaalat payment, beneficiaries must withdraw all amounts in their accounts during these phases as the payment system is set to change. Previously, payments were made through franchise networks, but a new model is coming that will distribute payments through union councils, along with the options of Bank ATMs, Easypaisa, or JazzCash. By January 2025, beneficiaries will be able to withdraw funds from ATMs of six different banks.
Benazir Taleemi Wazaif Update:
Some beneficiaries have noticed missing children’s payments in recent installments. However, children’s stipends will be doubled and disbursed in January 2025 along with the next Kafaalat payment installment.

8171 Web Portal and Helpline Support:
The 8171 web portal offers facilities like dynamic survey checks, Kafaalat eligibility, payment details, and utility store subsidy eligibility. Currently, the portal is limited to providing only dynamic registration and utility store subsidy information, but updates are expected by the end of this month. For now, beneficiaries can call the BISP helpline at 0800-26477 for eligibility, payment details, PMT score, and other information.
Three Categories Being Excluded from the Program:
Three types of beneficiaries will be excluded from the Kafaalat program:
- Those whose PMT score has exceeded the limit of 32.
- Those who do not complete their dynamic survey by December 31.
- Government employees, or spouses of government employees, earning a monthly salary above PKR 70,000.
Appeals System for Ineligible Individuals:
An appeal system will be launched by January-February, allowing some ineligible individuals to re-enter the program. Only those with minor errors or specific cases not deemed serious grounds for ineligibility will be considered for reinstatement.
